At each EMPA General Meeting, member associations unite to establish resolutions that guide our collective work. These commitments reflect our shared values and define our priorities for advancing maritime safety and professional standards across European waters.

Resolution 1: Safety & Environmental Protection

Maintain Non-Competitive Pilotage Services

We continue to impress upon government administrations, port authorities, and commercial stakeholders the paramount requirement to maintain safety of navigation, environmental protection, and efficiency of port services through properly regulated, non-competitive pilotage services that comply with local legislation and internationally agreed standards.


 
Resolution 2: Pilot Boarding Safety

Enforce International Safety Standards

We urge port and flag state administrations to enforce international and national regulations regarding the construction, rigging, and operation of pilot boarding arrangements, regardless of commercial pressures. Pilot safety during boarding operations remains non-negotiable.


 
Resolution 3: Technology & Innovation

Embrace Evolving Technologies

We encourage members to embrace traditional, current, and evolving technologies appropriate to prevailing conditions and circumstances, achieving best practice in the performance of professional duties while maintaining the essential role of human expertise.


 
Resolution 4: Service Excellence

Monitor Effectiveness & Engage Stakeholders

We encourage member associations to constantly monitor the efficiency and effectiveness of their services and maintain active engagement with clients and stakeholders, ensuring pilotage meets the highest standards of operational excellence.


 
Resolution 5: Transparency & Accountability

Maintain Public Trust

As public safety services, pilotage bodies must always operate with transparency in their affairs, maintaining the trust of the communities and industries we serve.
